Incoming ODM Nairobi Chairlady Rosemary Okuta Unveils Agenda, Pledges to Strengthen Grassroots Democracy

NAIROBI, Kenya – Incoming ODM Nairobi Chairlady Rosemary Okuta has outlined her agenda and manifesto, promising to prioritize grassroots empowerment, youth inclusion, and transparency in party operations if fully confirmed as the new county boss.

Okuta, who has been a vocal advocate for internal party democracy, said her leadership will focus on ensuring that ODM structures in Nairobi remain vibrant, people-driven, and accountable.

“My agenda is clear: the ‘D’ in ODM must be seen and felt. We must make the Orange Democratic Movement a party where every member—from the grassroots to the top—has a voice and a stake,” she said.

Her manifesto includes strengthening ward and branch-level elections to give ordinary members influence in decision-making, creating opportunities for young people and women to contest and win leadership positions within the party, enhancing internal checks to eliminate favoritism and ensure fairness in nominations, and building a strong and united ODM Nairobi that will deliver overwhelming support for the party’s presidential candidate in the next General Election.

Okuta also reaffirmed her loyalty to ODM leader Raila Odinga and pledged to work closely with Mama Ida Odinga, who has been a longtime supporter of women’s leadership within the party.

“She (Ida Odinga) has always been a beacon of guidance for us women in politics, and I will continue to consult her as we build a stronger ODM in Nairobi,” Okuta noted.

Her announcement comes at a time when ODM is reorganizing its grassroots structures across the country, with Nairobi County expected to play a critical role in shaping the party’s strategy ahead of the 2027 elections.

Party members and political analysts say Okuta’s leadership could bring fresh energy and inclusivity into ODM’s Nairobi politics, positioning the party for a stronger showing in the capital.
