ODM Nairobi Chairlady Rosemary Okuta Launches ‘Virgin Voter’ Drive to Empower Youths and Women in Nairobi Slums

Nairobi, October 8, 2025 — ODM Nairobi Chairlady Rosemary Okuta has officially launched a voter mobilization initiative dubbed the “Virgin Voter Campaign”, targeting unregistered youths and women across Nairobi’s informal settlements, including Mathare, Kibera, and Dagoretti.

Speaking during the launch, Okuta said the campaign aims to empower first-time voters—whom she referred to as “Virgin Votes Pioneers”—to actively participate in shaping Kenya’s democratic future.

> “We want to ensure more people exercise democracy. Many of our young people and women have never voted, not because they don’t want to, but because access to identification and registration services has been a major challenge,” said Okuta.



She revealed that the initiative had already registered a significant number of new voters, thanks to coordinated efforts under the leadership of ODM Executive Director Hon. Oduor Ongwen.

> “We knocked on every door in Kenya to ensure people obtained their IDs and registered. The process was made easier through the guidance of Hon. Ongwen, whose leadership made this possible,” she added.



Okuta emphasized that the campaign will continue to expand beyond Nairobi’s slum areas, targeting marginalized communities that have long been left out of the country’s political processes.

The “Virgin Voter Campaign” marks a renewed push by ODM to increase voter registration ahead of the next general elections, with a special focus on empowering the youth and women—the largest untapped voting bloc in Kenya’s electorate.
