Health Experts Condemn Ministry of Health for “Dangerous Misinformation” on Smoke-Free Alternatives


Leading health experts have sharply criticized Public Health Principal Secretary Mary Muthoni for making what they describe as “unfounded and misleading” comments on smoke-free alternatives to cigarettes.

The experts argue that Muthoni’s remarks, made during discussions on proposed legislation targeting vapes and nicotine pouches, lacked scientific evidence and could undermine public health efforts.

Dr. Michael Kariuki, Secretary General of the Harm Reduction Society of Kenya (HRS), dismissed Muthoni’s assertions about the “dire health implications” of these products, accusing her of disregarding global scientific consensus.

“The Principal Secretary’s remarks ignore evidence and risk discouraging smokers from adopting safer alternatives that could save their lives,” Dr. Kariuki said. “This approach will harm public health and delay progress in reducing smoking-related deaths.”

HRS highlighted that smoke-free nicotine products, such as vapes and nicotine pouches, are proven to be significantly less harmful than combustible cigarettes and have helped millions worldwide quit smoking.

The organization cited the World Health Organization (WHO), which has previously clarified that nicotine itself does not cause cancer and is included on its list of essential medicines in forms like nicotine replacement therapies.

“Scientific evidence shows that most tobacco-related harm comes from burning, not nicotine,” Dr. Kariuki added.

“Non-combustible nicotine products can dramatically reduce harm, as seen in countries like Sweden, the UK, and New Zealand. Kenya should embrace these alternatives rather than oppose them without scientific grounding.”

The Harm Reduction Society called on lawmakers to adopt evidence-based regulations that ensure the safety and accessibility of these products for adult smokers while promoting their role in harm reduction.

“We need policies that empower smokers to make healthier choices rather than perpetuate fear and misinformation,” Dr. Kariuki said.

The organization also urged the Ministry of Health to collaborate with researchers, public health experts, and stakeholders to develop science-driven policies. Dr. Kariuki issued a stark warning: “Rejecting harm reduction strategies at this critical time condemns many smokers to preventable suffering and death.”

HRS reiterated its willingness to work with the government to create pragmatic solutions aimed at saving lives and advancing public health.
