Siaya Deputy Governor Proposes Four-Point Plan to Reconcile with Governor Orengo

Siaya Deputy Governor Dr. William Oduol has proposed a four-point plan aimed at reconciling with Governor James Orengo and resolving the growing rift within the county’s executive leadership.

Speaking to the media on Tuesday, Dr. Oduol reaffirmed his loyalty to Governor Orengo and emphasized his commitment to the principles of constitutionalism, good governance, and service to the people of Siaya.

While acknowledging recent tensions between the two leaders, he made it clear that he remains ready to work in alignment with the Governor for the benefit of the county.

“My allegiance to His Excellency is resolute and unwavering,” said Dr. Oduol. “I serve not in isolation but in full recognition that my mandate is complementary, not parallel, to that of the Governor.”

To restore unity and public confidence, the Deputy Governor proposed four immediate actions: initiating a consultative engagement with the Governor upon his return to address their differences, continuing to discharge his duties in full compliance with the Governor’s lawful directives, seeking structured engagement with the County Assembly to reaffirm constitutional roles, and maintaining unwavering commitment to public service with integrity and humility.

The Deputy Governor also addressed growing confusion over the roles of the County Executive and County Assembly, warning against the overreach of power by any institution. Specifically, he urged Speaker George Okode and the Assembly to respect the separation of powers as outlined in the Constitution.

“The County Assembly is a legislative body. It is not an extension of the Executive,” Dr. Oduol stated, citing Article 185 of the Constitution. “Any assumption of power outside the law is unconstitutional, as per Article 3(2).”

Dr. Oduol further appealed to all leaders and citizens to rise above division and political rivalry.

“Let us recommit ourselves to the promise of devolution—good governance, accountability, inclusivity, and service to the people,” he said. “I remain steadfast in my dedication to the people of Siaya and the vision we share with Governor Orengo.”
